Mr. Gregor did comment to me something along those lines, especially when it comes to trials -- that he was surprised they weren't ending in more people dead than just the victims.

I suppose it may be that none of the deaths seem actually malicious, once we get more information on it. Someone having their reasoning messed with, or illnesses escalated, isn't quite something that I'd consider their fault.
That pattern probably won't hold together forever. Statistically speaking, I'd say it's likely at least one person among us will take the chance to attack because they want to.

Well, the issue is that we won't actually know if that's the case or not until we actually catch the person. Even guessing by the crime scene isn't really enough-- the ones we've seen so far looked fairly violent, after all.
